Keeping a government finance platform on plan

State government financial agency

Independent project leadership and steering-committee support for a Microsoft Dynamics 365 Finance migration from a 20-year legacy platform.

Challenge

A state financial agency needed to replace a finance system that had been in place for 20 years, while maintaining control of business requirements, vendor delivery, budget and risk.

After an RFP and selection process, the agency selected Microsoft Dynamics Finance & Operations with DXC as implementation partner.

The target solution had to provide better financial insight, integrate with existing systems and support an operating model aligned to the agency’s needs.

The agency appointed specialist programme governance and project leadership to support its steering committee and keep business requirements, vendor delivery and risk aligned.

Approach

Separate accountabilities. Defined three distinct accountabilities: overarching governance, oversight and risk; the agency’s business requirements; and the implementation partner’s responsibility to deliver against them.

Lead the delivery. Provided an experienced Dynamics Finance & Operations project manager to coordinate planning, resources, risks, financial control and vendor activity.

Support the steering committee. Reported progress, guided milestone decisions and addressed governance and delivery issues so the steering committee had a clear basis for decisions.

Coordinate change. Worked with the vendor project manager on delivery alignment, schedule and scope discipline, while leading change-management activity and acting as the central coordination point.

Outcomes

The work gave the programme a clear structure for governance, business input and vendor delivery. An experienced project manager linked planning, resources, change, risk, budget and vendor performance to the steering committee’s decisions.

The plan established at the start of the project was met for quality, cost and schedule. The programme also left the agency with a clearer support model for the new financial platform.
