Challenge

The internal PMO wanted an independent assessment of its capability, process and controls, plus a practical view of where improvement would make a difference.

The PMO was overseeing corporate projects across IT, business improvement, compliance and regulatory change.

The internal team wanted an independent view that could inject new thinking and challenge, while giving leaders detailed, actionable findings for both immediate delivery and the mid-term change agenda.

It wanted candid external challenge without over-engineering a model for its scale, sector and ambition.

Approach

Use more than one benchmark. Combined PMI OPM3, OGC P3M3 and practical EPMO delivery experience. The blended benchmark covered established maturity practices without treating any one framework as the answer.

Assess evidence, not aspiration. Reviewed practice evidence and adherence across 40 best-practice areas for the projects selected. The assessment quantified overall maturity and its component parts based on what teams could demonstrate.

Make the findings usable. Worked in partnership with PMO stakeholders to establish trust and candour. Findings were contextualised to the organisation so the review produced useful challenge rather than abstract benchmark scores.

Sequence the uplift. Assessed effort and value to prioritise short- and mid-term opportunities, then sequenced the work against the organisation’s maturity and strategic objectives.

Outcomes

The assessment identified improvement opportunities in three domains: scope management, project management and organisational planning. Each recommendation was tied to evidence, effort and value.

A roadmap of three-to-14-week opportunities was prioritised with PMO stakeholders and executives. The sequence aligned the organisation’s assessed maturity with the practical steps required to improve project outcomes, cost and timelines.
